Η Ελληνική Προεδρία του Συμβουλίου της ΕΕ σε συνεργασία με το Υπουργείο Υγείας και το King’s Centre for Risk Management του King’s College του Λονδίνου διοργανώνουν τη 2η Ευρωπαϊκή Συνδιάσκεψη Διαχείρισης Κινδύνου (2nd European Risk Summit). Πρόκειται για ένα διήμερο συνέδριο το οποίο θα διεξαχθεί στις 11 και 12 Ιουνίου 2014 στην Αθήνα, στο Ξενοδοχείο Hilton, με τίτλο “Living in an uncertain world. Risk Communication: principles–strategies–tools”.

Οι βασικοί στόχοι του συνεδρίου είναι οι εξής:

• να συζητηθούν θεωρίες και αρχές της επικοινωνίας του κινδύνου·
• να αναλυθούν τεκμηριωμένες πολιτικές επικοινωνίας του κινδύνου στους τομείς της υγείας, των τροφίμων, του περιβάλλοντος και των φαρμάκων·
• να συμβάλει στην οικοδόμηση ευρωπαϊκών στρατηγικών επικοινωνίας του κινδύνου·
• να διασφαλιστεί η κατανόηση της σημασίας της διαφάνειας βάσει επιστημονικής τεκμηρίωσης·
• να αναπτυχθεί ένα δίκτυο που θα αποτελείται από άτομα που ασχολούνται με τη χάραξη πολιτικής, εκπροσώπους ρυθμιστικών αρχών, ακαδημαϊκούς, εκπροσώπους της βιομηχανίας και όλους όσους μοιράζονται ένα κοινό ενδιαφέρον σε αυτόν τον τομέα.

Η 2η Ευρωπαϊκή Συνδιάσκεψη Διαχείρισης Κινδύνου επιδιώκει να συμβάλει στην καθιέρωση διεθνών αρχών στη δημιουργία κανόνων επικοινωνίας οι οποίοι θα βασίζονται στην επιστήμη και θα στηρίξουν το μέλλον της αειφορίας στην Ευρώπη, αλλά και της καινοτομίας και της οικονομικής ανάπτυξης παγκοσμίως.

Οι επαγγελματίες υγείας, οι μάνατζερ, οι επιστήμονες, οι ειδικοί επικοινωνίας, οι εκπρόσωποι φορέων, οι σύμβουλοι και οι σπουδαστές που θα παρευρεθούν, θα έχουν τη δυνατότητα να αποκτήσουν πολύτιμη γνώση και να λάβουν τις συμβουλές ειδικών σχετικώς με το τί θα πρέπει να κάνουν και τί να αποφύγουν ώστε να αναπτύσσουν αποτελεσματικότερες στρατηγικές επικοινωνίας του κινδύνου.

Ζώντας σε έναν αβέβαιο κόσμο

Ο κόσμος μας συνδέεται πλέον με τρόπους που ούτε φανταζόμασταν ούτε και μπορούσαμε ποτέ να προβλέψουμε. Αυτή η διασύνδεση – παγκοσμιοποίηση προσφέρει νέες ευκαιρίες αλλά εγκυμονεί και νέους κινδύνους: μικρόβια, αναδυόμενες μολυσματικές ασθένειες, επικίνδυνα χημικά, τεχνολογικοί κίνδυνοι, σεισμοί και πλημμύρες. Οι αντιπαραθέσεις ως προς τους κινδύνους που μας απειλούν κατακλύζουν συνεχώς τα δελτία ειδήσεων και γίνονται συχνά πρωτοσέλιδο στις εφημερίδες.

Οι κίνδυνοι κινούνται ταχύτερα και εξαπλώνονται περισσότερο από ποτέ, επηρεάζοντας κατ’ αυτό τον τρόπο τη δημόσια υγεία και την οικονομία. Το μόνο που ξέρουμε με απόλυτη βεβαιότητα είναι ότι οι κίνδυνοι δεν γνωρίζουν εθνικά σύνορα. Ως εκ τούτου, όπου κι αν συμβεί μια απειλή, μας απειλεί όλους και παντού.

Η Ευρωπαϊκή Συνδιάσκεψη Διαχείρισης Κινδύνου που θα πραγματοποιηθεί στην Αθήνα, θα αναπτύξει εστιασμένες συζητήσεις αναφορικά με τα πλεονεκτήματα της αποτελεσματικών στρατηγικών επικοινωνίας του κινδύνου όπως αυτά τεκμηριώνονται βάσει επιστημονικών δεδομένων.

Η 2η Ευρωπαϊκή Συνδιάσκεψη Διαχείρισης Κινδύνου πραγματοποιείται στο πλαίσιο της Ελληνικής Προεδρίας του Συμβουλίου της Ευρωπαϊκής Ένωσης και συνδιοργανώνεται με το Υπουργείο Υγείας. Στη συνδιάσκεψη θα παρευρεθούν εκπρόσωποι ευρωπαϊκών ρυθμιστικών αρχών, δημοσίων υπηρεσιών, εταιριών και κορυφαίοι πανεπιστημιακοί από τους τομείς της υγείας, των τροφίμων, του περιβάλλοντος και του φαρμάκου.

Βασικά ζητήματα

Τι συμβαίνει όταν ο κίνδυνος γίνει πραγματικότητα -μετατραπεί σε κρίση- και σας πιάσει απροετοίμαστους;

“Ουδέν σχόλιον”- ή επικοινωνία κινδύνου. Για εκείνους που προσπαθούν να διαχειριστούν ή να ρυθμίσουν κινδύνους, οι αντιδράσεις του κοινού φαντάζουν πολλές φορές παράξενες. Η καλή επικοινωνία είναι ένα ουσιαστικό κομμάτι της χάραξης ορθής πολιτικής με την ευρύτερη έννοια, συμπεριλαμβανομένης της εφαρμογής και του επιχειρησιακού σχεδιασμού. Η διαφάνεια και η συμμετοχικότητα, αρχές που χαρακτηρίζουν την καλή επικοινωνία, είναι κεφαλαιώδους σημασίας στις σύγχρονες δημοκρατικές κοινωνίες. Εντούτοις συχνά δεν επιτυγχάνεται αποτελεσματική επικοινωνία λόγω έλλειψης ξεκάθαρων επικοινωνιακών στόχων καθώς και της χρήσης αποτελεσματικών μηνυμάτων για την υποστήριξη των στόχων αυτών. Οι διαδικασίες επικοινωνίας κινδύνου βασίζονται πάνω στην αρχή ότι η εμπιστοσύνη, η εχεμύθεια και η διαφάνεια είναι ζωτικής σημασίας σε μια κατάσταση κρίσης.

Το “ουδέν σχόλιον” είναι μία φράση που δεν θα πρέπει σχεδόν ποτέ να χρησιμοποιείται από δημόσιους ομιλητές, ιδίως σε περιπτώσεις επικοινωνίας κινδύνου, λόγω των συνειρμών απόκρυψης της αλήθειας, ανάπτυξης θεωριών συνωμοσίας και της δυσπιστίας που μπορεί να δημιουργήσει.

Επικοινωνία κινδύνου είναι η διαδραστική διαδικασία ανταλλαγής πληροφοριών και απόψεων μεταξύ ατόμων, ομάδων και θεσμικών ·συχνά περιλαμβάνει πολλαπλά μηνύματα σχετικώς με τη φύση του κινδύνου, την έκφραση ανησυχιών, απόψεων και αντιδράσεων στα μηνύματα κινδύνου ή και σε νομικές και θεσμικές ρυθμίσεις για τη διαχείριση κινδύνου.

Επικοινωνία κρίσεως είναι η προσπάθεια που καταβάλλει μια εταιρία να επικοινωνήσει με το κοινό και τους αρμόδιους φορείς σε περίπτωση που προκύψει κάποιο απροσδόκητο γεγονός, το οποίο θα μπορούσε να έχει αρνητικό αντίκτυπο στη φήμη της εταιρείας·μπορεί επίσης να αναφέρεται στις προσπάθειες επιχειρήσεων ή κυβερνητικών φορέων να ενημερώσουν τους υπαλλήλους τους ή το ευρύ κοινό σχετικώς με κάποιον ενδεχόμενο κίνδυνο, όπως για παράδειγμα μια επικείμενη καταιγίδα με πιθανές καταστροφικές συνέπειες.

Παρόλο που η επικοινωνία κινδύνου και η επικοινωνία κρίσεως χρησιμοποιούνται συχνά ως ταυτόσημες, η μεταξύ τους διάκριση είναι απολύτως σαφής.

Ποια είναι η διαφορά μεταξύ της διαχείρισης κινδύνου και της επικοινωνίας κινδύνου;

Σε ποιους απευθύνεται

Οι περισσότεροι τομείς κυβερνητικών και επιχειρηματικών πολιτικών αφορούν στον χειρισμό κινδύνων που επηρεάζουν το κοινό. Ιδιαίτερα, οι οργανισμοί δημόσιας υγείας πρέπει να επικοινωνούν αποτελεσματικά με το κοινό και τα μέσα ενημέρωσης για να προσφέρουν ενημερωτικά, αλλά όχι ανησυχητικά μηνύματα. Οι επιστήμονες και οι ερευνητές πρέπει επίσης να προσφέρουν γνώση χωρίς να προκαλούν πανικό. Τέλος, οι εταιρίες είναι υποχρεωμένες να λειτουργούν σε ένα περιβάλλον υψηλού κινδύνου και να προστατεύουν τη φήμη της εμπορικής τους ταυτότητας.

Το συνέδριο αυτό έχει σχεδιαστεί έτσι ώστε να καλύψει τις ανάγκες υψηλόβαθμων στελεχών που εργάζονται στον χώρο της υγειονομικής περίθαλψης, των φαρμακοβιομηχανιών και των βιομηχανιών τροφίμων και οι οποίοι είναι υπεύθυνοι για τομείς όπως:

• Ετοιμότητας σε περιπτώσεις εκτάκτου ανάγκης
• Κυβερνητικών σχέσεων και ρυθμιστικών υποθέσεων
• Πολιτικής υγείας και έρευνας
• Αγωγής υγείας και προαγωγής της υγείας
• Δημοσίων σχέσεων, επικοινωνίας και σχέσεων με τα μέσα ενημέρωσης
• Εκτίμησης, ανάλυσης και διαχείρισης του κινδύνου

Σε περίπτωση κρίσης, μάθετε ποιες πληροφορίες είναι ζωτικής σημασίας να μεταφερθούν ως αρχικά μηνύματα προκειμένου να δημιουργηθεί η κατάλληλη δημόσια αντίδραση.

Χαιρετισμοί

Η οικοδόμηση αποτελεσματικών στρατηγικών για τη διαχείριση και την επικοινωνία των κινδύνων αποτελεί παγκόσμια πρόκληση σε έναν κόσμο αυξανόμενης αβεβαιότητας. Το συνέδριο αυτό έρχεται σε μια σημαντική συγκυρία για την Ευρώπη. Οι συζητήσεις για την αντιμετώπιση των κινδύνων δημιουργούν ολοένα μεγαλύτερες αντιπαραθέσεις. Η επικοινωνία κινδύνου άλλοτε είναι ανταγωνιστική άλλοτε βασίζεται σε αντιπαραθέσεις, και συχνά δεν βασίζεται στην εμπιστοσύνη που προκύπτει από επιστημονικά δεδομένα -και η εμπιστοσύνη είναι αυτό που χρειαζόμαστε τώρα περισσότερο από ποτέ.

Στο 2nd European Risk Summit επιχειρούμε να φέρουμε κοντά αντιπροσώπους από ολόκληρη την Ευρώπη, καθώς και να παρουσιάσουμε μια σειρά σημαντικών ομιλιών Υπουργών, Ευρωβουλευτών, πανεπιστημιακών και εκπροσώπων της Βιομηχανίας οι οποίοι δραστηριοποιούνται στους τομείς της επικοινωνίας και της διαχείρισης κινδύνων.

Με αυτό το συνέδριο, θέλουμε να βοηθήσουμε στην αποκατάσταση της εμπιστοσύνης στην επιστημονική διαδικασία, στις κανονιστικές αρχές που λειτουργούν βάσει τεκμηρίωσης, καθώς επίσης και στο να βοηθήσουμε τους επιστήμονες να γίνουν και οι ίδιοι καλύτεροι στην επικοινωνία. Επιπλέον, ένα πολύ σημαντικό αποτέλεσμα του Συνεδρίου αυτού θα είναι η παροχή καθοδήγησης τόσο στην Ευρωπαϊκή Επιτροπή και όσο το Ευρωπαϊκό Συμβούλιο σχετικώς με το τι πρέπει να κάνουν τώρα για να βοηθήσουν στην καλύτερη προώθηση της τεκμηριωμένης επικοινωνίας κινδύνου.

Οι κίνδυνοι με τους οποίους βρισκόμαστε αντιμέτωποι είναι πολλοί, διαφορετικοί και κινούνται ταχύτερα από ποτέ, επηρεάζοντας κατ’ αυτόν τον τρόπο τη δημόσια υγεία, την οικονομία και το αίσθημα ασφαλείας των πολιτών. Οι εταιρίες είναι υποχρεωμένες να λειτουργούν σε ένα περιβάλλον υψηλού κινδύνου και να προστατεύουν τη φήμη της εμπορικής τους επωνυμίας.

Ο Καθηγητής Ragnar Löfstedt, μαζί με άλλους διακεκριμένους ομιλητές στον τομέα της διαχείρισης και επικοινωνίας κινδύνου, έρχονται στην Αθήνα στο πλαίσιο του 2nd European Risk Summit με σκοπό να προσφέρουν τη γνώση τους αναφορικά με την περίπλοκη διαδικασία της διαχείρισης και επικοινωνίας των κινδύνων πριν, κατά τη διάρκεια και μετά από κρίσεις.

Διεθνούς φήμης πανεπιστημιακοί και εμπειρογνώμονες θα αναλύσουν πώς μπορούν να αναπτυχθούν και να προσαρμοστούν αποτελεσματικά εργαλεία και στρατηγικές επικοινωνίας κινδύνου προκειμένου να επιτύχουμε καλύτερη διαχείριση των κινδύνων, προστασία των πολιτών από απειλές και τον επακόλουθο πανικό, καθώς και τις βιομηχανίες από δυσφήμιση οικονομικές καταστροφές και απώλειες.

Φέτος για πρώτη φορά πραγματοποιείται στην Αθήνα ένα συνέδριο για την επικοινωνία του κινδύνου. Το συνέδριο ευελπιστούμε να δώσει τη δυνατότητα σε επαγγελματίες υγείας, μάνατζερ, επιστήμονες, ειδικούς επικοινωνίας, εκπροσώπους φορέων και συμβούλους να ακούσουν, να μάθουν, να κατανοήσουν και να συζητήσουν το τι θα πρέπει να κάνουν και τι να αποφύγουν προκειμένου να εξασφαλίσουν αποτελεσματικές στρατηγικές επικοινωνία κινδύνου.

Ομιλητές

Konstantinos Barberis, PhD is the Director & Food Crisis Coordinator at the Hellenic Food Authority (EFET) and graduate of the Department of Chemistry, Aristotle University of Thessaloniki. He holds a PhD of the Department of Chemical & Process Engineering, University of Newcastle Upon Tyne, UK. His professional activities for over 25 years lie in the foods sector – both private and public. For the last eight years he is responsible for Food Crisis Management, acting as Liaison for Greece and the European Commission.

Rachel Bosworth is Director of Communications for the UK’s medicines and healthcare products regulator. She is a member of the executive board and leads a division of 40 communications and information professionals responsible for all aspects of external and internal communications and engagement for the agency. This includes media relations, issues management, corporate communications, digital communications, employee engagement, brand management, customer services, stakeholder relations and information services.

Rachel joined the MHRA in June 2011 from the East of England Development Agency (EEDA) where she was the Executive Director of Communications and Deputy Chief Executive. Rachel’s experience includes setting up and leading a local authority’s corporate communications and marketing department, and managing public affairs and media relations in the rail industry. She has worked in communications roles with BP, Prudential and a PR agency, and was originally a journalist working on local and national papers.

Rachel is a qualified journalist, a member of the Chartered Institute of Public Relations and holds an MBA with Distinction from Loughborough University.

She is a part-time lecturer in strategic PR and communications; a committee member of the Chartered Institute for Public Relations (CIPR) Health and Medical Group; a mentor with the Government Communications Network, and a member of the CIPR’s Professional Standards Board.

Frederic Bouder is currently Assistant Professor in the Department of Technology and Society Studies at Maastricht University. Throughout his academic career, at both Maastricht University as well as King’s College London, he has developed policy oriented research on risk communication and risk regulation, with a strong transatlantic and comparative dimension. His research has particularly focused on the critical aspects of the acceptability and tolerability of risks. Frequently, his research has highlighted these two issues in policy decisions that fall within a grey area where the benefits for society are clearly recognizable but where simultaneously the risks are not negligible. He has worked primarily on pharmaceutical issues, occupational safety, chemical, nuclear risks, regulatory reform and sustainable development.

Prior to obtaining his doctoral degree as King’s College London (supervised by Ragnar Löfstedt), Frederic was active as an administrator in the Public Governance and Territorial Development Directorate of the Organization for Economic Co-operation and Development (OECD). At the OECD, he contributed and led projects on multi-level governance, ethics, governance for sustainable development and risk management. In 2007-2008 he also advised the UK Sustainable Development Commission on economics and policy.

Chrisolora Eirini, Journalist, economic reporter and columnist for the “Ta Nea” newspaper, where she is employed since 1999. She had previously worked for the newspapers “Kathimerini” (1987-1999); “Express” and “Thessaloniki” (reporting on business, economy, parliament and European issues). She has studied economics at the University of Athens and journalism at the Boston University, USA (Masters Degree).

She was honoured with the 2008 Botsis Foundation “Financial Reporter” award; the “Konstantinos Kalligas” award in 2002, as well as the Italian Chamber of Commerce best female economic journalist award and the “Woman of Europe” Award for Greece (1996).

Christodoulakis Nicos, Professor of Economic Analysis at Athens University of Economics and Business, and Research Associate, Hellenic Observatory, LSE.

He studied at the National Technical University of Athens (1970-1975) and at the University of Cambridge. He worked in the University of Cambridge (1984-1986); European University of Florence (1990); London Business School, and was Research Associate in Macroeconomics of CEPR, London and at the Tinbergen Institute of Amsterdam (1993). He was Professor at the Charles University of Prague (1992-1993), visiting Professor at University of Cyprus (1996), Vice-Rector of Athens University of Economics and Business (1992-1995).

He was Minister of National Economy (2001-2004), Minister for Development (2000-2001) and Deputy Minister of Finance (1996-2000), Greece; during the Greek EU presidency in 2003, chair of the Eurogroup and Ecofin.

He has published a number of articles and books on economic policy, variability and growth. Recent books he has published in Greek are: “History of Economic Theory” and “Euro or Drachma?”. MacMillan editions have published his book “Germany’s War Debt to Greece: A burden unsettled”.

Tassos Evangelou is Regional Director in Diageo Western Europe with responsibility for the markets of Greece, Italy, Switzerland, Belgium, Netherlands, Luxembourg and the Nordic countries.

The career of Tassos Evangelou in Diageo started in 1991 and since then he has been assigned a number of demanding roles. He joined United Distillers Greece as Senior Brand Manager in 1991. In 1996, he was appointed to the position of Marketing Director DIAGEO Hellas and in 2001 he was promoted to the role of the Managing Director DIAGEO Poland. He returned to Greece in 2004 as General Manager/Commercial Operations & Development and in 2005 he was promoted to the position of the Managing Director of the business in Greece. In 2009, Tassos Evangelou was assigned the broader responsibility for Diageo business in South Europe –a region consisting of Greece, Italy and Turkey, as well as for the beer portfolio in Continental Europe. In January 2013, he was appointed to his current role.

In addition to his role in Diageo, Tassos Evangelou is also actively involved in institutional bodies such as the Greek Spirits Association where he holds the position of the Vice Chairman, is a member to the General Council of the Greek Industries Federation and a member to the Board of the Association of Chief Executive Officers.

Tassos Evangelou studied Public Administration at the Panteion University of Athens, while he holds a BSc degree in Economics from the University of Maryland and MBA in Business Administration from Tennessee Tech University in the U.S.A. He is married and father of two daughters.

Baruch Fischhoff is Howard Heinz University Professor, Department of Social and Decision Sciences and Department of Engineering and Public Policy, Carnegie Mellon University, where he heads the Decision Sciences major. He holds a BS (mathematics, psychology) from Wayne State University and a PhD (psychology) from the Hebrew University of Jerusalem. He is a member of the Institute of Medicine and has served on many NAS/NRC/IOM committees. He is past President of the Society for Judgment and Decision Making and of the Society for Risk Analysis. He chaired the Food and Drug Administration Risk Communication Advisory Committee and has been a member of the Department of Homeland Security Science and Technology Advisory Committee and the Environmental Protection Agency Scientific Advisory Board, where he chaired the Homeland Security Advisory Committee. Claude Fischler is a Directeur de recherche (Senior Scientist) emeritus at CNRS, the national research agency of France and the President of AFSH (Association Française pour une Science de l’Homme), an interdisciplinary social science research organization. Until 2013, he headed Centre Edgar Morin and IIAC (Interdisciplinary Institute for Contemporary Anthropology), a research unit of CNRS and Ecole des Hautes Etudes en Sciences Sociales in Paris.

His main area of research is a comparative, social science perspective on food and nutrition, with particular focus on perception of risk, “scares” and crises, on comparative approaches of attitudes toward food, health and risk across cultures, on the reception and perception of sensitive technologies (including novel foods). Other, connected areas of his research include comparative assessment and measurement of well-being and happiness and the anthropology of commensality – eating together.

Fischler served on the Scientific Committee of the French Agency for Food Safety and on its board of directors, on the steering committee of the French National Program on Nutrition and Health, on the Executive Committee of the European Sociological Association and is a member of the Advisory Group on Risk Communication of the European Food Safety Authority.

Konstantinos M. Frouzis is President of SFEE (Association of Pharmaceutical Industries in Greece) and Vice President and General Manager of Novartis Greece (since 2007).

Julie Girling has served as a Conservative Member of the European Parliament for South West England and Gibraltar since 2009.

She sits on the Committees on Agriculture, Fisheries and Environment, Public Health and Food Safety and has worked on a number of legislative files during the last parliamentary term. Her legislative work has covered areas such as chemicals, biodiversity, food safety, and agriculture and fisheries reform.

Professor Anne Glover, joined the European Commission as Chief Scientific Adviser to the President in January 2012, and is the first person to hold this position.

In this role she advises the President on any aspect of science and technology, liaises with other science advisory bodies of the Commission, the Member States and beyond, coordinates science and technology foresight, and promotes the European culture of science to a wide audience, conveying the excitement and relevance of science to non-scientists. She also chairs the recently established Science & Technology Advisory Council of the President.

Prior to her current appointment she was Chief Scientific Adviser for Scotland from 2006-2011. Professor Glover currently holds a Personal Chair of Molecular and Cell Biology at the University of Aberdeen. Most of her academic career has been spent at the University of Aberdeen where she has a research group pursuing a variety of areas from microbial diversity to the development and application of whole cell biosensors (biological sensors) for environmental monitoring and investigating how organisms respond to stress at a cellular level.

Professor Glover holds several honorary doctoral degrees and is an elected Fellow of the Royal Society of Edinburgh, the Society of Biology, the Royal Society of Arts and the American Academy of Microbiology. Professor Glover was recognised in March 2008 as a Woman of Outstanding Achievement in the UK and was awarded a CBE for services to Environmental Science in the Queen’s New Years Honours list 2009.

DAME DEIRDRE HUTTON, DBE became Chair of the Civil Aviation Authority on the 1st August 2009 and was previously Chair of the Food Standards Agency until July 2009. She has served on a number of public bodies and has considerable experience of corporate governance, risk-based regulation and consumer policy. She is Honorary Vice President of the Trading Standards Institute. She sits as a Non-Executive on the board of Thames Water Utilities Ltd and Castle Trust and is also Pro-Chancellor of Cranfield University.

She was, until June 2008, the Vice-Chair of the European Food Safety Authority Management Board and was Deputy Chair of the Financial Services Authority until December 2007. For five years, until 2005, she was Chair of the National Consumer Council, having formerly chaired the Scottish Consumer Council. Prior to her appointment at the Food Standards Agency, she was a member of the Better Regulation Task Force.

She has held a number of positions on bodies dealing with food issues, including Chair of the Foresight Panel on the Food Chain and Crops for Industry, Chair of the Food Chain Centre, and membership of the Policy Commission on the Future of Farming and Food (the Curry Commission).

Kontos Dimitris,Graduate of the Dental School of Athens and the National School of Public Health. Before taking over as Chairman of National Organisation for the Provision of Health Services (EOPYY) was commander of Organization of Agricultural Insurance (OGA) from 15 February 2013 to 15 July 2013, and had taken successively senior management positions.

The period 2004-2009 he was Secretary General of the Ministry of Employment and Social Protection. Since 2010 he holds the position of Secretary at the Department of Labour and Social Security of the party Nea Dimocratia. He has also served as Treasurer, Secretary and President of the Dental Association of Athens.

In the field of Public Health he has produced quite a number of research papers, scientific publications and scientific conferences in Greece and abroad.

Dimitris Kontos was born in 1953, in Pharsala. He is married and father of two girls.

Lintzeris Dimitris, He studied Medicine at the Athens University and became specialised in Obstetrics and Gynaecology at the “Metaxa” and “Helena” hospitals. In 1987 he was awarded his PhD from the University of Athens Medical School.

After receiving his specialisation, he has been practicing Obstetrics and Gynaecology privately.

He has worked with many public and private maternity hospitals and clinics, with the “IASO” in particular. For a number of years he served at the primary healthcare as an IKA doctor under contract, and for two years he offered his services as consultant to the IKA administration pro bono.

In 2000 he was elected MP with PASOK in the 2nd District of Piraeus and re-elected successively in 2004, 2007, 2009, and in May 2012.

He was appointed President of the National Organization for Medicines (EOF) in October 2013.

Löfstedt Ragnar,  (of Swedish nationality) earned his BA and MA degrees at University of California Los Angeles (1988) and Clark University (1991), respectively, before completing his PhD in geography at Clark University (1993).  After a post-doctorate position at the Risk, Society and Policy Group at the International Institute for Applied Systems Analysis (IIASA) (Laxenburg, Austria), he joined the University of Surrey as a lecturer in social geography in 1993.

Present organisation and position: Ragnar E. Löfstedt is Professor of Risk Management and the Director of King’s Centre of Risk Management, King’s College London, UK where he teaches and conducts research on risk communication and management.  Previously he was a Reader in Social Geography at the University of Surrey, UK.  He is also an Instructor at the Harvard Center for Risk Analysis, Harvard School of Public Health where he directs the Risk Communication Challenge Course for continuing education professionals. He is Adjunct Professor at the Department of Engineering and Public Policy, Carnegie Mellon University, and he is a Visiting Professor at the Centre for Public Sector Research, Gothenburg University, Sweden.

Experience and research in risk perception and risk communications: He has conducted research in risk communication and management in such areas as renewable energy policy, food safety issues, pharmaceutical recalls, telecommunications, biosafety, and the siting of building of incinerators, nuclear waste installations and railways.  He is a believer in the building of public trust in regulators and industry via proactive risk communication and argues that high regulatory/industry trust is equivalent to low public perceived risk.

In March 2011 he was asked to Chair a Government wide Review of UK Health and Safety Regulation by Employment Minister Chris Grayling, UK Department of Work and Pensions. On the 28th November 2011 his Review “Reclaiming health and safety for all” was launched at which time the UK Government accepted all of his 26 recommendations.

Dr. Löfstedt is the author/editor of ten books and over 90 peer reviewed articles, is the editor-in-chief for Journal of Risk Research, editor of the Earthscan publications’ Risk, Society and Policy book series, and is on the editorial boards of Journal of Health Communication, International Journal of Risk Assessment and Management, and Risk Management.  He is the previous chair of the Society for Risk Analysis’ Risk Communication Specialty Group.  His work has been funded by the European Science Foundation, European Union, the National Science Foundation, the Swedish Council for the Planning and Coordination of Research (FRN) and UK EPSRC, and a number of private organisations.  He has given invited lectures on risk communication and management issues at Cambridge, Harvard Business School, Harvard’s Kennedy School of Government, Harvard Law School, Jet Propulsion Laboratories-Cal Tech, MIT, NASA Head Quarters, Oxford, Princeton, University California Berkeley, and Yale School of Management.  He has consulted widely for industry and regulators in Europe and North America. He is presently advising BBC News on how the corporation should communicate risk to the general public.  In December 2000 Ragnar Lofstedt was awarded (as the first non American) the Chauncey Starr Award for exceptional contributions to the field of risk analysis for someone under the age of 40 by the Society for Risk Analysis. In 2005 he was made a fellow of the Society for Risk Analysis, and in 2006 he received the Outstanding Service Award from the Society of Risk Analysis.

Louri Eleni, Deputy Governor of the Bank of Greece

Zetta Makri is Deputy Minister of Health since 25.06.2013 and Member of Parliament since 2013; she is Attorney at Law.

She studied at the Faculty of Law, University of Athens and she holds an MA in European and Community Law, Cambridge University. She speaks English, French and German.

She was elected Member of Parliament for the constituency of Magnesia, representing the party Nea Demokratia (New Democracy) in the general elections of 2000 and 2004. She also occupied the parliament seat of Nea Demokratia on April 2013.

In December 2009, she was appointed by the president of Nea Demokratia, Antonis Samaras, Deputy Secretary of the Rural Sector of N.D. From January 2011 up to the national elections of 2012 she was the Deputy Policy Planning Secretary of N.D. She was a candidate Mayor in Volos, leading the party “New Municipality, New Start”; since January 2011 she has been the head of the majority opposition in the municipality of Volos.

From August 2012 till April 1st 2013 she held the position of Secretary General for Gender Equality.

She has developed intense social activity. She is a member, among others, of the council “Protection of Abused & Neglected People”, of the “Friends of Love», of the “Friends of Volos Achillopouleio Hospital”, of the “Soroptimist Club”, and of the “Zonta Club”. On 5/6/2008 she announced the establishment of the environmental organization “Silence is not Green”.

O’Donnell Kevin, Kevin is Market Compliance Manager at the Irish Medicines Board (IMB). He is responsible for a number of compliance-related and market-surveillance programs at IMB, such as the quality defect and recall program and the IMB’s sampling and analysis activities. Kevin is also a Senior GMP Inspector at the IMB.

He joined the IMB in 2001, having worked in the pharmaceutical industry both in Ireland and in the United States before then. He obtained his PhD in the field of Quality Risk Management from the Dublin Institute of Technology, Ireland, in 2008.

Kevin is active in various international regulatory activities and initiatives, and in the EU, he is a member of the Advisory Group to the Official Medicines Control Laboratory Network in relation to Centralised Products. He is also the chair of the PIC/S Expert Circle on Quality Risk Management.

Christina Papanikolaou is doctor bio-pathologist, graduate of the Medical School of Aristotle University of Thessaloniki. Her post graduate studies are in the fields of Hematology, of Human Biology and of Cancerology in the Universities of Paris V and Paris VII. She worked from 1978 to 1985 as a medical resident, as an internal assistant and as a scientific collaborator in the hospitals of Assistance Publique in Paris, St Joseph, Necker enfants malades and Pitié-Salpêtrière.

In 1986, she returned to Greece as a doctor of ESY (National Health System) in the Unit of Thalassemia of the Hospital “Laikon” in Athens, specialized in Laboratory Hematology and in Public Health. In 1998, she was appointed as Secretary General for Consumer Protection in the Ministry of Development. From 2000 to 2004 she served as President of the Management Board of the Hellenic Food Safety Authority (EFET), having the supervision of food safety law enforcement and of the harmonization of Community legislation to the National law. She contributed to the establishment of the European Food Safety Authority (EFSA) and to the formation of the new Community regulative framework in the field of food safety. During the same period she was member of the European Food Safety Scientific Advisory Forum.

From 2010 to July 2012, she was Director of the 2nd Health District that includes the regions of Piraeus and Aegean islands.

In August 2012 she was appointed as Secretary General of Public Health in the Ministry of Health.

Papayannidis Antonis, He studied Economy and Law in Athens, Strasbourg and Cambridge, and specialized in European Affairs and Medieval History. He practiced law focusing in business and European Law. He was consultant in European Affairs to the ministries of National Economy, Foreign Affairs and Culture; he was also consultant in European issues to the Athens Daily Newspaper Publishers Association. He is member of the Editorial Board in “European Community Review” and “Community of Citizens”. He co-authored the book “Per article interpretation of the EEC Treaty” and has published articles in legal reviews. He is member of Greek Center of European Studies and Research (EKEME), was member of Hellenic Centre for European Studies (EKEM) and of the Forum of Cultural Olympiad. He was journalist at “Vima” newspaper and “Economicos Tachydromos”. He was publisher of a short-lived weekly review of critical analysis “Samizdat”; he was freelance journalist for “Eleftherotypia” Sunday newspaper and “Imerisia”. He acted as communication consultant to the Bank of Greece (1999). He is co-owner of POLIS Editions and Metamesonycties Editions. Currently he publishes articles in “Naftemporiki” and is General Manager of the Group “economia” (“Economiki Epitheorisi” / economia.gr)

George Pleios, PhD in Sociology of Culture and Mass Media is Professor, Head of the Department of Communication and Media Studies at the National and Kapodistrian University of Athens. Since 2003 he is Director of the Laboratory for Social Research in Mass Media.

In the past he has worked at the University of Ioannina and the University of Crete. He has taught at Universities in Portugal and Hungary.

Professor Pleios has also taught as Visiting Professor at the Department of Journalism, Fredrick University (Cyprus), the Sofia University “St Kliment Ohridski” (Bulgaria) and the Institute of Journalism “Taras Shevchentko”, National University of Ukraine.

He is author of four books, co-author of two books, author in thirteen books by Greek and other editions and editor of four books.

He has published about 40 articles in Greek and foreign reviews. He has been primary investigator in more than 20 research projects and has presented more than 40 papers in national and international conferences on mass media. His current interests focus on the relation between mass media and society.

Geoffrey Podger has had a long career at the head of regulatory and related bodies. He has just returned from New Zealand where he launched their new workplace health and safety agency as Acting Chief Executive. He was previously for seven years Chief Executive of HSE UK, the British equivalent. Prior to these appointments he worked extensively on food safety. Geoffrey was first Executive Director of the European Food Safety Authority having earlier held the same position at the UK Food Standards Agency.

Geoffrey Podger is currently Visiting Senior Research Fellow at the King’s Centre for Risk Management, King’s College London. He is also Executive Director of @Risk Ltd, a company which provides ethical risk management and risk communication advice to business and regulatory authorities.

Giannis Politis is a journalist and has been a political analyst for three decades. At the same time, he teaches the course “Journalist sources management” at the University of Athens, Department of Media. He started working at the “Ta Nea” newspaper in 1984 where worked for 28 years as a political analyst and columnist; he also managed the newspaper’s electronic version. In 1988 he joined the Athens Daily Newspaper Editors’ Union (ESIEA). He was a member of the first team of journalists with the MEGA Channel TV station where he worked for 14 years as a political analyst, head of political news reports and information shows presenter. For 9 years running, he was General Manager at the “Athens 9.84” and “Vima FM” radio stations. Since 2004, he has workes at the Public Television (formerly known as ERT) as a political commentator at the channel’s central news report and presenter of information shows.

Today, he is deputy Head of the Technological Educational Institute (TEI) of Ionian Islands and representative of the EPLO (European Public Law Organisation) and is a columnist for the “Real News” newspaper and a political analyst for the “Real FM” radio station and presenter of the information programme X2 at Action24 TV channel.

In 2003, he received the Athanassios Vassilios Botsis Foundation award for the Promotion of Journalism.

In 2010, he was appointed Goodwill Ambassador of the Athens Special Olympics.

In May 2013, he was unanimously honoured by the Association of Mayors of Attiki “for his objectivity while serving his function”.

In June 2013, he was awarded honorary citizenship of Lefkada and in October of the same year he was appointed Professor emeritus of the TEI of Ionian Islands.

Since September 2013, he has been Goodwill Ambassador of the Association of Social Responsibility for Children and Youth (SKEP).

In November 2013, he received an award from the Hellenic Union of Heptanisians.

Sakellaris Plutarchos, Professor of Economics and Finance at Athens University of Economics and Business, Non-Executive Director and member of the Audit Committee of TITAN Cement S.A., and Non-Executive Director of Credit M S.A. Credit Company.

From 2008 to 2012 he was Vice President of the European Investment Bank (EIB), where he was in charge of Risk Management, the Economics Department and the Bank’s activities on energy. His responsibilities also included supervising financing operations in Denmark, Ireland, Greece, Cyprus, Romania, sub-Saharan African, the Caribbean and the Pacific countries.

From 2004 to 2008, Professor Sakellaris held the position of Chairman of the Council of Economic Advisers at the Hellenic Ministry of Economy and Finance. He was a member at the EU’s Economic and Financial Committee and of the Euro Working Group. He served as Deputy to the Finance Minister at the Eurogroup and ECOFIN Councils and as Alternate Governor for Greece at the World Bank. He has served as member of the Board of Directors and of the Audit Committee of National Bank of Greece, as member of the Board of Directors of the Public Debt Management Agency and of IOBE.

He has taught at the University of Maryland, the University of Ioannina and has lectured at several Universities. He has also served as Staff Economist at the Federal Reserve Board and as Visiting Expert at the European Central Bank.

He graduated from Brandeis University with a B.A. in Economics and Computer Science, summa cum laude, with Highest Honors. He holds a Ph.D. in Economics from Yale University.

Dr. Shatkin is an environmental health scientist and recognized expert in environmental science and policy, health risk assessment, emerging substance policy and environmental aspects of nanotechnology.

Since 2005, Jo Anne has provided leadership on the responsible development of nanotechnology. She served as an expert to several international committees on nanotechnology safety. Her book,Nanotechnology Health and Environmental Risks Second Edition (CRC Press 2012) describes the use of life cycle thinking in risk analysis for nanomaterials. Jo Anne serves as Councilor of the Society for Risk Analysis, and on the boards of the Center for Environmental Policy at American University and the University of Maine Forest Bioproducts Research Institute. She is leading efforts to develop EHS standards for nanocellulose, a bio-based nanomaterial. Jo Anne received an Individually Designed Ph.D. in Environmental Health Science and Policy and MA in Risk Management and Technology Assessment from Clark University, Worcester, Massachusetts. Her Bachelor of Science degree is from Worcester Polytechnic University in Molecular Biology and Biotechnology.

Effie Simou is a senior researcher at the Department of Epidemiology and Biostatistics of the National School of Public Health, Athens, Greece, and head lecturer of the postgraduate module “Mass Media and Public Health”. She is the author of the book “ Risk Communication: Mass Media, Risk and Public Health” (Greek Edition, 2013). She obtained her PhD in the field of “Mass Media and Public Health: Representations of Health Risks  in Greek Mass Media”  from National and Kapodistrian University, Department of Philosophy Athens, in 2011.

During the past ten years, Effie Simou has collaborated as a researcher in the framework of various research projects on the field of public health, which were funded by the European Commission and/or national resources. She is the coordinator and the author of the “National Action Plan for Public Health 2008-2012”(Ministry of Health -Greece) and has participated in the planning and implementation of prevention campaigns managed by the Ministry of Health.

She is the author of book “Breast Cancer Screening: Guidelines and Implementation” and co-Author of the book “Travel Medicine: A Guide for International Travellers”. She has authored and co-authored numerous scientific publications, including books  (3) and peer-reviewed articles (12),  focusing mainly on health monitoring systems, health indicators, woman health, and the effects of economic crisis to health.

Effie Simou holds a PhD in Philosophy (Ethnikon and Kapodistriako University of Athens)  and postgraduate degrees in Epidemiology (Msc- London School of Hygiene and Tropical Medicine), and Adult Education Distance Learning (Dipl -Hellenic Open University), with undergraduate studies in the fields of Public and Community Health  (Bsc -Dept of Health Studies TEI of Athens) and Communication and Mass Media Studies (Bsc- Ethniko and Kapodistriako University of Athens).

Vettas Nikos, Professor of economics at the Athens University of Economics and Business, where he has also served as the Chairman of the Economics Department and he currently serves at the University Council. He has a Ph.D. from the University of Pennsylvania and has been an Associate Professor at Duke University and a visiting Professor at INSEAD. He is an Associate Editor of the Journal of the European Economic Association, of the International Journal of Industrial Organization and of the Journal of Industrial Economics, a Research Fellow at CEPR and member of the Economic Advisory Group for Competition Policy at the European Commission. Co-founder of the Greek Economists for Reform, 2010- and Chair of the Research Council on Social Sciences, Hellenic Ministry of Education, 2011 to date.

He has participated in many congresses and has given lectures in more than 40 universities worldwide.

His interests are primarily in the area of microeconomics, industrial organization, game theory and competition policy. His work has been published at the International Economic Review, European Economic Review, International Journal of Industrial Organization, Journal of Industrial Economics, Rand Journal of Economics, Review of Economic Studies and other journals.

Since September 2013, he is Director General of the Foundation for Economic and Industrial Research (IOBE).

King’s Centre for Risk Management

Το King’s Centre for Risk Management (KCRM) ιδρύθηκε το 2002 και μέσα σε πολύ σύντομο χρονικό διάστημα καθιερώθηκε ως κέντρο αριστείας για διεθνή έρευνα στους τομείς της διαχείρισης κινδύνου, της διακυβέρνησης και της επικοινωνίας.

Η ακαδημαϊκή έρευνα στο KCRM είναι διεπιστημονική και ο κίνδυνος αναλύεται σε σχέση προς ένα ευρύ φάσμα οργανωτικών ρυθμίσεων και τομέων πολιτικής.

Το KCRM έχει στενή συνεργασία με κυβερνητικούς οργανισμούς, επιχειρήσεις και ΜΚΟ που υποστηρίζουν ένα μεγάλο φάσμα εργασιών και ακαδημαϊκών υποτροφιών. Έτσι, συμβάλλει στο να μετατρέψουμε την έρευνα κινδύνου που διεξάγουμε σε λύσεις οι οποίες είναι πρακτικές και σχετικές με την πολιτική.

Το KCRM αποτελεί επίσης κέντρο ανώτερων μεταπτυχιακών σπουδών στον τομέα της διαχείρισης κινδύνου. Προσφέρει μεταπτυχιακό τίτλο σπουδών (Μάστερ) στην Έρευνα Κινδύνου και διαθέτει ένα δραστήριο διδακτορικό πρόγραμμα το οποίο προσελκύει αποφοίτους με ποικίλα εκπαιδευτικά και επαγγελματικά ενδιαφέροντα από όλο τον κόσμο.

Η οικοδόμηση αποτελεσματικών στρατηγικών για τη διαχείριση και την επικοινωνία των κινδύνων αποτελεί παγκόσμια πρόκληση σε έναν κόσμο αυξανόμενης αβεβαιότητας. Το συνέδριο αυτό έρχεται σε μια σημαντική συγκυρία για την Ευρώπη. Οι συζητήσεις για την αντιμετώπιση των κινδύνων δημιουργούν ολοένα μεγαλύτερες αντιπαραθέσεις. Η επικοινωνία κινδύνου άλλοτε είναι ανταγωνιστική άλλοτε βασίζεται σε αντιπαραθέσεις, και συχνά δεν βασίζεται στην εμπιστοσύνη που προκύπτει από επιστημονικά δεδομένα -και η εμπιστοσύνη είναι αυτό που χρειαζόμαστε τώρα περισσότερο από ποτέ.

Στο 2nd European Risk Summit επιχειρούμε να φέρουμε κοντά αντιπροσώπους από ολόκληρη την Ευρώπη, καθώς και να παρουσιάσουμε μια σειρά σημαντικών ομιλιών Υπουργών, Ευρωβουλευτών, πανεπιστημιακών και εκπροσώπων της Βιομηχανίας οι οποίοι δραστηριοποιούνται στους τομείς της επικοινωνίας και της διαχείρισης κινδύνων.

Με αυτό το συνέδριο, θέλουμε να βοηθήσουμε στην αποκατάσταση της εμπιστοσύνης στην επιστημονική διαδικασία, στις κανονιστικές αρχές που λειτουργούν βάσει τεκμηρίωσης, καθώς επίσης και στο να βοηθήσουμε τους επιστήμονες να γίνουν και οι ίδιοι καλύτεροι στην επικοινωνία. Επιπλέον, ένα πολύ σημαντικό αποτέλεσμα του Συνεδρίου αυτού θα είναι η παροχή καθοδήγησης τόσο στην Ευρωπαϊκή Επιτροπή και όσο το Ευρωπαϊκό Συμβούλιο σχετικώς με το τι πρέπει να κάνουν τώρα για να βοηθήσουν στην καλύτερη προώθηση της τεκμηριωμένης επικοινωνίας κινδύνου.

Οι κίνδυνοι με τους οποίους βρισκόμαστε αντιμέτωποι είναι πολλοί, διαφορετικοί και κινούνται ταχύτερα από ποτέ, επηρεάζοντας κατ’ αυτόν τον τρόπο τη δημόσια υγεία, την οικονομία και το αίσθημα ασφαλείας των πολιτών. Οι οργανισμοί δημόσιας υγείας θα πρέπει να επικοινωνούν αποτελεσματικά με το κοινό και τα μέσα μαζικής ενημέρωσης για να διαχέουν ενημερωτικά, αλλά όχι ανησυχητικά μηνύματα. Οι εταιρίες είναι υποχρεωμένες να λειτουργούν σε ένα περιβάλλον υψηλού κινδύνου και να προστατεύουν τη φήμη της εμπορικής τους επωνυμίας.

Ο Καθηγητής Ragnar Löfstedt, μαζί με άλλους διακεκριμένους ομιλητές στον τομέα της διαχείρισης και επικοινωνίας κινδύνου, έρχονται στην Αθήνα στο πλαίσιο του 2nd European Risk Summit με σκοπό να προσφέρουν τη γνώση τους αναφορικά με την περίπλοκη διαδικασία της διαχείρισης και επικοινωνίας των κινδύνων πριν, κατά τη διάρκεια και μετά από κρίσεις.

Διεθνούς φήμης πανεπιστημιακοί και εμπειρογνώμονες θα αναλύσουν πώς μπορούν να αναπτυχθούν και να προσαρμοστούν αποτελεσματικά εργαλεία και στρατηγικές επικοινωνίας κινδύνου προκειμένου να επιτύχουμε καλύτερη διαχείριση των κινδύνων, προστασία των πολιτών από απειλές και τον επακόλουθο πανικό, καθώς και τις βιομηχανίες από δυσφήμιση οικονομικές καταστροφές και απώλειες.

Φέτος για πρώτη φορά πραγματοποιείται στην Αθήνα ένα συνέδριο για την επικοινωνία του κινδύνου. Το συνέδριο ευελπιστούμε να δώσει τη δυνατότητα σε επαγγελματίες υγείας, μάνατζερ, επιστήμονες, ειδικούς επικοινωνίας, εκπροσώπους φορέων και συμβούλους να ακούσουν, να μάθουν, να κατανοήσουν και να συζητήσουν το τι θα πρέπει να κάνουν και τι να αποφύγουν προκειμένου να εξασφαλίσουν αποτελεσματικές στρατηγικές επικοινωνία κινδύνου.
